Across four rounds players will build up a colonial town, populating it with immigrants who arrive on boats at the end of each round.

I categorize Keyflower as a medium to heavy game and Key to the City: London as a medium weight game. A player may use more workers than are required, for example if they are reallocating workers from a losing bid which cannot be split or to prevent other players from using a tile.
